DAYTONA BEACH -- The city's top building official has been charged with aggravated battery after police said he beat a man severely at a Main Street bar Saturday morning.

Mark Lucke Criswell, 52, was also charged with resisting arrest without violence after he struggled with an officer who tried to handcuff him at the Iron Gate Bar just after 2 a.m. Saturday.

Officers said Criswell "severly beat" David Summers, a marketing and promotions manager for a liquor company.

The fracas occurred after Criswell produced his city business card and told Summers to lower the volume on the bass at the Iron Gate, an arrest report says. Criswell threatened Summers, telling him that if he didn't do as he was told, he would be "in a world of hurt," the report shows.

Summers, 46, lowered the volume and then asked Criswell if he was drunk, the report says. Criswell then answered, "You're a (expletive deleted) punk," and he began striking Summers, police said.

"I looked away for a moment and he decided he was going to pummel me," Summers said, referring to Criswell. "I called the city manager and told him I had left the city early because I was in fear for my life."

Summers said this afternoon that he was looking for a facial surgeon to repair broken facial bones.

Criswell, who is paid just over $87,000 at the city, has been placed on paid administrative leave pending an internal investigation, said city spokeswoman Susan Cerbone.

Criswell was released from the county jail after posting $5,500 bail.
